This official VW washer, part number 113 141 717A, is located on the clutch release operating shaft inside the bell housing and sits against the left (driver) side bushing on every Vanagon with a manual transmission. It fits 1980, 1981, 1982, 1983, 1984, 1985, 1986, 1987, 1988, 1989, 1990, 1991 and 1992 models.
